Considering the following code:

quarterly_revenue_by_year = np.array([
    [22.72, 29.13, 25.36, 35.75],
    [29.13, 30.4, 32.71, 43.74],
    [35.71, 37.96, 43.74, 60.5]
])

I'd like to get the values of only the second and fourth quarters for only the first two years. The results I am looking for look like this:

array([[29.13, 35.75],
       [30.4 , 43.74]])
