var count = 0;
This needs to be output in the document.write.
document.write(count )
Please also note that your variable is called count not counter. So the code should look something like this:
var count = 0;
while (count < 27) {
document.write(count)
count += 1;
}
Make sure you use the same name of your variable everywhere, and happy coding!
