When used by itself in an "href", the pound symbol means "the top of the current page". It can also be part of a reference to a particular element when it is followed by the ID name of the element.

is resume symbol which lead to home page or current page top as you can see in this video they change "href" Links for social media tags from "# " to their respective links since they were not leading anywhere with

<a href="#">Home</a> Here # or pound symbol is used as the place holder when the path is not specified.

<a href="#contact">Contacts</a> . . <section id ="contact"> . . </section> Here # or pound symbol is used as the identity to jump to a particular section of the page.

or <a href="#top"> scrolls or jumps to the top of page when you are in the end of the page.
