About the bin/rake db:migrate.

So basically this command connects newly generated scaffolds to the Rails App? Am I understanding this correctly?

If yes? then bin/rails generate scaffold title:string description:text is only creating scaffold but does not connect to our Rails app?

Hello,

What rake db:migrate is doing is it is updating the schema for your database to contain all of the information of the migration files located in db/migrate. So that your application can utilize the database correctly instead of possibly trying to save data that the database doesn't know how to deal with.
