So, I am pretty sure I am right, unless I am not understanding the question? Its telling me I am wrong and that I need to use open().
var request = new XMLHttpRequest();
request.onreadystatechange = function () {
if (request.readyState === 4) {
document.getElementById("footer").innerHTML = request.responseText;
}
request.open("GET", "footer.html");
};
