Android: How do I scale my images, textviews and everything in my layout the same on every screen size?

Hi. I made my weather app but on larger devices everything is stretched out and on smaller phones its all squished. I want to make it so the font size and image size adjusts based on the screen size. I am using dp and sp for everything, but isn't making it bigger or smaller. In the relative layout on tablets, it just creates more space, instead of making the contents bigger to fill up that room.
