bin/rails server (Windows)

I receive the message: 'bin' is not recognized as an internal or external command, operable program or batch file. when I type in bin/rails server. When I type rails server in my C:\projects\odot ruby on rails starts fine. Additionally, if I change the director to C:\projects\odot\bin and then run 'rails server', ruby on rails starts normally. Any ideas?

I'm really new at this, but I have been having the exact same problem on any command that included bin. it seems like if you just run the command from the root directory without the 'bin', they all work fine (so far, anyway). Maybe it's a windows thing?
