Can I do this on a PC?

I have a PC at home and i came to the Mesa Library to use there Mac because this video says i need to get on the Mac App Store. Unfortunately, this computer requires an admin password and username to download XCode. The people who work here at the library dont have either one of those. Is there a way I can do this at home on my PC?

While there are questionably legal ways of running OS X on a PC, they are often complicated and prone to breaking. I'm afraid the best solution is to get a Mac if you want to do iOS development.

You will not be able to complete the iOS track on a PC computer. There have been people who have a virtual machine running OSX but that is a hack method.
