type="tex/css"
instead of
type="text/css"

three things to correct:
1) The value for the type attribute has a spelling mistake. You wrote "tex/css" instead of "text/css".
2) You do not provide the actual link to the stylesheet. To do that you have to also include the href attribute and put the file path to your stylesheet as a value.
3) You forgot the ">" at the end of link tag! ;-)

I did not look at the next line. ;-)
Because usually you write the code all in one line - which you should maybe also change. Could cause another problem.
