Cant resize window to under 480 pixels on mac?

I am trying to resize the viewport window on chrome on mac and it is not allowing me to, which is not letting me view the darkred color for the background. could this be some other issue im running into?

also, what is the chrome extension that is showing him the screen resolution on the bottom right hand corner?
