Not sure how to solve for this challenge...

Your code is very close. Nice use of dicts.values(). Since the for-loop course has the current value of the teacher's courses, it can be used directly:

def courses(dicts):
  course_list = []
  for course in dicts.values():
    course_list.extend(course)  # <__ extend using the list in course
  return course_list
