There is a syntax error:

when you are writing in inline style, you have to use style atribute. And when declaring value to property you need to use colon.

So your code should be like this:

<h1 style="color: purple">Welcome to My Web Page!</h1>

It is recommended to use external stylesheet and write CSS declaration in external file.
