The selection of a character is defined by a "Meta tag" see the example below:

<!DOCTYPE html>
<html>
<head>
  <meta charset="utf-8">
</head>
<body>
</body>
</html>

Hope this helps you!

@Gennaro Turco- thank you very much, i have discovered that when i was typing, i created a space between the equal sign and the value like this <meta charset= "utf-9"> instead of <meta charset="utf-9". Stay blessed.
