I don't understand what I'm missing.

They are asking you to get the loop to run 10 times, but you only have it iterating 9 times. Once counter = 10, the condition is false, and your loop does not iterate the last time. You want it to run even when counter = 10, so you should change your conditional operator to less than or equal to.
