Connection refusal

Whenever I try to run my app, even when the AVD is up and already loaded, the app itself does not load up. In the Android Monitor it says in red "java.net.ConnectException: Connection refused: connect" which I'm assuming is the reason as to why it is not loading. How do I make it load?

Few questions, are you testing on a device, the android studio emulator, or the genymotion emulator?

If you're using an emulator, is it up and running already?
