Converting HTML entities back to symbols in plain text message

I've put together the mail form, but when I receive the message it converts symbols to the HTML entity (e.g. apostrophe shows as &039;).

I was going to run the message body through html_entity_decode() but I'm told this is the opposite of htmlspecialchars() and I was curious if this would negate FILTER_SANITIZE_SPECIAL_CHARS?
