Did you link your CSS .file to your HTML .file?

In your html between your <head></head>, you'll need to inlcude your css styling. To add a css file to your html you'll do this:

<link rel="stylesheet" href="example/file.css" type="text/css">

You'll need to add your own relative path in the href.
