Declarations vs expressions

Given that arrow functions and function expressions seem to always be used in conjunction AND this is apparently best practice for writing functions, is there a point to using function declarations anymore?

As stated in this article:

"use function declarations when you want to create a function on the global scope and make it available throughout your code. Use function expressions to limit where the function is available, keep your global scope light, and maintain clean syntax."
