I think you are trying to do more than what is being asked. When it comes to the challenges they do not want extra stuff or you will get it wrong. I had to guess on this due to the HTML ROOT wording, but I got the answer right so I can explain. The <HTML></HTML> tages must represent the ROOT. or the language we are establishing.

Heres what your code should look like for this step of the challenge:
