Do you need to have a file on the server to use fopen/fwrite in PHP

I'm trying to open a file and add text to that file. I open my command line and open the file using nano. But the text I add doesn't get added to the text file...why?

<?php
$openFile = fopen("testFile.txt", "w");

$createFile = fwrite($openFile, "Hello World");

$createFile = fclose($openFile);

Also, I checked the permissions. But surely, I don't need to adjust the permissions as I own the device and file?
