Nope, that would be done through the Google Play Developer Console (https://play.google.com/apps/publish/) where you manage your app's Play Store listing.

Does localization change the app name in Google Play Store too?

When my app in English and I localization to Arabic. In the string file for Arabic version as I write my app name in Arabic. <resources> <string name="app_name">برنامج الرسم</string>

For Arabian users does it show the title of my app in Arabic, When they browsing the Google Play Store?

Nope, that would be done through the Google Play Developer Console where you manage your app's Play Store listing.
