Don't understand why this is wrong

Why is x <= 10 wrong?

You asked to print a string in console 10 times.Remember the array index start from 0 and you did

x<=10  //0,1,2,3,4,5,6,7,8,9,10

instead of 10 you need to enter 9

You have the right answer but the question wasn't dealing with arrays. x is acting as a counter.
