HTML How to Make a Website Creating HTML Content Create Navigation with Lists

For some odd reason it is saying that the portfolio list item isn't linked to "index.html" even though I put <li> <a hef

i put <nav> <ul> <li> <a href="index.html">Portfolio</a></li> Please tell me why this won't work

index.html
<!DOCTYPE html>
<html>
  <head>
    <meta charset="utf-8">
    <title>Nick Pettit</title>
  </head>
  <body>
    <header>
      <a href="index.html">
        <nav> <ul>
          <li> <a href="index.html">Portfolio</a></li>
          <li> <a href="about.html">About</a></li>
          <li> <a href="contact.html">Contact</a></li>
          </ul>
        </nav>
        <h1>Nick Pettit</h1>
        <h2>Designer</h2>
      </a>
    </header>
    <section></section>

Here is the problem with your code. You have the ul align with the nav element which is why you're not passing I believe.

 <nav> <ul>
          <li> <a href="index.html">Portfolio</a></li>
          <li> <a href="about.html">About</a></li>
          <li> <a href="contact.html">Contact</a></li>
          </ul>
        </nav>

it should be nested like this

 <nav>
    <ul>
          <li> <a href="index.html">Portfolio</a></li>
          <li> <a href="about.html">About</a></li>
          <li> <a href="contact.html">Contact</a></li>
        </ul>
   </nav>

Also the entire nav is in the wrong place, it should be below the closing anchor tag for the h1 and h2 headers.
