You was close you were however creating a var within the function calling the function this will not work.

See below for correct answer and annotations.

function returnValue(name) {
  var echo = name; //here you only needed to set the var echo as the value of the arguement passed to the function in this instance this was "name" 
  return echo;
}
returnValue();

This will now work for you.
