General Q about <nav> and <ul>

So why do we not use nav or ul in the footer section for Facebook and twitter navigation?

It depends on what you are putting in the footer. The footer for the course you are taking is very basic and consistent across all pages. If you wanted to do more, like have a list or add several images/links/contacts etc you would have the proper tag in the footer (including nav, ul, paragraph etc...).
