Ruby Installing a Ruby on Rails Development Environment in Windows

Git bash and commander-- I have git bash on Windows 7. Do I need Commander? The current version is not like this video

Having trouble setting up Ruby on Windows. Ruby is running. I manually put the dev kit inside the Ruby folder. Redcar is installed, bundled, but how do I open it? I cannot figure out how to set up the "environment" with the text editor, terminal and view of the directory.

I run with git bash just fine. cmder, on the other hand, <s>is</s>was broken (till recently) and I never got it work.
