18,813 PointsThe last time I checked it was still against the OS X license to install it on anything other than genuine Mac hardware.
Therefore, I believe the best answer to your question is that it's not possible to run Xcode on Windows right now - because you need OS X and you can't (legally) install it on a PC.
I actually purchased a Mac Mini recently for that very reason - so I could develop for iOS using Xcode.
On the flip side, it's perfectly fine to virtualize a PC on Mac hardware and run Windows or Linux. This is why a Mac is a great option for developers. Android Studio and many other tools will run on OS X natively, too. (Notice how a lot of the Treehouse presentation computers are Macs...)
BTW, I used PCs exclusively for twenty years so I can assure you that I'm not biased toward Macs.
