Hi! where it is better to link css files?

I am studing PHP right now and may be I missed an explanation but I didn't understand how did they link css files to all php files in workspace? There is no place with include or require funcs in these files.. And 2nd question is connected to this one - how and where should i link my css(and other) files to my php pages in real code? May be there is a detailed video about this theme here on Treehouse?
