You place style tags in the head section outside the body. You put external style sheets inside the body. Try this.

<head>
 <style>
  h1 {
        color: blue;
       }
         </style> 
</head>
<body>

Try placing your style tags within the <head> tags. Like this

    <style>
        h1 {
            color: blue;
        }
    </style>
