How do I add a Facebook wrap , and Twitter wrap in the footer element?

You can write the code like the below one:

You should add the following code into your footer, to get your twitter and facebook links. The first part (a href) creates the links, the second part sets the path to the facebook&twitter wrap images, the third is the alt text, which is a short description of these images.
