How do I add a meta tag to the head tag?

I'm stuck on not knowing how to add a meta tag to the head tag.

There are several types of meta tags that you can add. You didn't specify what type you are trying to create, so here is an example of a few. 

<meta charset="UTF-8">
<meta name="description" content="Free Web tutorials">
<meta name="keywords" content="HTML,CSS,XML,JavaScript">
<meta name="author" content="Hege Refsnes">
