how do i do an anchor tag

set the anchor tag so that it goes to the top of the screen

So first off, on the anchor closing tag you had the forward slash in the wrong place. So i fixed that. Second off, in the anchor tag you already had you're going to want to link it to an id or class using href="". All browsers understand the #top, to take you to the top of the page. So you just need to throw your #top you already had in the href="" in the anchor tag. Like shown below. You should be good to go with that.
