how do i set the "portfolio"link to the section of the page with id portfolio?

Im dumb, i didnt realise you wanted to link to a section of the page, i thought you wanted to link to an external html file. To take you to a specific section of the page via id just put the "#" infront to indicade its an id. This is true for html css and javascript. Example:
