You need to use a package for that. Something like this: https://packagecontrol.io/packages/Terminal

you have to install rails first.

http://installrails.com/steps/choose_os

then you type in the command lines in terminal (mac, linux), CMD (windows),

then you can edit those .rb and other text files with sublimetext or you can use vim if your bad a$$
