First, pop
the element numbered 3, i.e. where the 1 is! Then insert that at element 0. Both steps can be done in one step:
the_list.insert(0, the_list.pop(3))
Althernatively, you can describe this by saying that you're inserting at element 0 the result of popping element 3. Same thing ...
