you can add a class inside the "opening tag" of any anchor element. The anchor elements are the elements that start with <a. These are basically just the links you see on a website. The opening tag would be <a> and the closing tag would be </a>.
So, in your case this would be correct:
<a class="social-links" href="#">Follow me on Twitter!</a>
This is basically saying: "Hey web browser, just so you know this link that says Follow me on Twitter has a special designation called 'social-links'". You can then use the class name to add extra CSS rules that target only elements with those class names. The name that you give a class is totally up to you.
