My environment is currently using ruby version 2.2.1, but I have installed ruby 2.2.4, but I am not sure how to get my system to use it. Does anyone know how to actually have this version replace 2.2.1 in all my apps?
I did sudo apt-get install ruby -v 2.2.4, but all it did was install it somehwere, it did not actually replace 2.2.1 with 2.2.4, i.e., when I use ruby -v it gives me 2.2.1

Start using RVM. It's really the best way to ensure correct functionality now and in the future, or even if you actually need a lot of different versions.
Check http://tecadmin.net/install-ruby-on-rails-on-ubuntu/ for a very clear, step by step documentation how to set it up on Ubuntu (and other distro's).
