How to link to pages in php wordpress custom theme

Im making a website locally using wordpress and need to link template pages within the site. Although I cant figure out the best way to do so, sometimes the links dont work in local development and I cant seem to find the 'page ID'.

A quick google search for "How to find page ID of a wordpress page" returns loads of results:

https://www.ostraining.com/blog/wordpress/how-to-find-the-page-id-in-wordpress/

Log into admin panel and edit a page and it will give you the ID
