From the teacher notes found below the video:

> It is also not necessary to type the "rvm use" command on Windows.

Hello there,

So can I just start with $ rails new?

Once again the actual commands are found in the teacher's notes below the video.

Create a new rails application:

rails new treebook

Note the lack of a $ in front of the command.

On the terminal in systems that are Unix-flavored (e.g. Linux & OS X) that $ is part of the prompt and not part of the actual command. The $ means this account is a user account, which is to distinguish it from a # meaning the root account.
