You need to create an HTML tag:

<!Doctype html>
<html>

</html>

I'm not entirely sure but I think this means you want to create the html which is the very root tag of the document. The element that is the "parent" of all other elements. You have 2 headings tags there which is content that goes into the body element which i think you'll learn about in a little while.

In the meantime, this is what you're looking for, I think.
