I am not sure what they are asking for when they say to "set the character set"

I am unsure what this refers to

You can "set the character set" using a meta tag.

That's what the message saying "Bummer! Remember to add a meta tag to the head tag." was hinting. You did put a valid character set identifier in your head area, but it needs to be inside a meta tag as the charset attribute:

    <meta charset="UTF-8">

Steven is right, your character set or as they say it in HTML your "charset" has to be set using the meta tag. Keep in mind the character set is just telling the browser what characters (letter, number and etc.) it should expect to see.
