I am not sure what this question is actually asking for

This question is quite unclear. What is it they want me to do?

ruby.rb
car_speed = 65
speed_limit = 60
too_fast = "true"

if car_speed > speed_limit
  return "true"
end

Your returning a string. The question does not ask for you to return the string "true", but to set the variable 'too fast' to true.

car_speed = 65
speed_limit = 60
if car_speed > speed_limit
  too_fast = true
end
