For the challenge 1, You should add following codes inside header element after anchor element.

 <nav>
          <ul>

        </ul>
      </nav>

For the challenge 2, you should add list items inside <ul> elements

<li>Portfolio</li>
            <li>About</li>
            <li>Contact</li>

For challenge 3, you should add anchor element to all list items and linking them to appropriate pages.

<li><a href ="index.html">Portfolio</a></li>
            <li><a href="about.html">About</a></li>
            <li><a href="contact.html">Contact</a></li>

Final result will be

<!DOCTYPE html>
<html>
  <head>
    <meta charset="utf-8">
    <title>Nick Pettit</title>
  </head>
  <body>
    <header>
      <a href="index.html">
        <h1>Nick Pettit</h1>
        <h2>Designer</h2>
      </a>
      <nav>
          <ul>
            <li><a href ="index.html">Portfolio</a></li>
            <li><a href="about.html">About</a></li>
            <li><a href="contact.html">Contact</a></li>
        </ul>
      </nav>
    </header>
    <section></section>
    <footer>
      <p>&copy; 2013 Nick Pettit.</p>
    </footer>
  </body>
</html>

Thanks
