Ruby Build a Rails API Namespacing Routes and JSON Namespaces and Routes

I cannot run rake routes in the file I downloaded for this course.

I downloaded the odot file and have it loaded into sublime text but when I try to run rake routes in the console it returns:

I don't understand the issue. I tried running bundler and bundle install but that made no difference.
