HTML How to Make a Website Responsive Web Design and Testing Adding Breakpoints for Devices

I cannot see the background color change into navy blue

I created the responsive.css file and added the link into all the three html file, but when I resize the page, I cannot see the background color into navy. What's the problem?

It would be easier to help You if You provided a code.

1) Did You refresh the site? 2) Is the code properly writtent?

Submit code. Maybe you only saved the css file and forgot about the html files or vice versa. Also make sure that the color is #000080
