var id = "23188xtr";
var lastName = "Smith";
This 2 lines of code make two new variables and set them with values.
var userName.toUpperCase();
This line makes a new variable userName but there is no value in it!(actually there is but this is for later) So you just use toUpperCase() method with empty variable. I think you wanted to do what @glasscheck suggests
