Take the code alert("I DID IT!"); and then place it in the shout.js.

<!DOCTYPE HTML>
<html>
<head>
  <meta http-equiv="Content-Type" content="text/html; charset=UTF-8">
  <title>JavaScript Basics</title>
</head>
<body>
  <script src="shout.js"></script>
</body>
</html>

shout.js

alert("I DID IT!");

It works like this since you are adding the link to the external script, which is shout.js. You just add whatever js you want to run there and then link that shout.js in the HTML document.
