i don't understand

I'm getting confused to understand how to find the byte

example if it's 00000011 that mean it's 3. Because the first is equals 1 and the second equals 2 just add 2 + 1 and you get 3

why is that the first is 1 and the second is 2 because binary uses twos as the base instead of ten.
