COuld someone please explain what this question is really asking, as I really do not understand how the example reflects the required constraints. thanks

13,421 PointsYou are asked to do an intersection between your input argument, which is a set, and each of the values of the dict 'COURSES', which are also sets. Build a list of the keys whose values contain all of the items in your argument set. You could use the issubset method.
