<?php
$recommendations = array('Avocado Chocolate');
?><html>
<body>
<h1>Flavor Recommendations</h1>
<?php
if ( ! empty($recommendations))
{ ?>
<ul>
<?php foreach($recommendations as $flavor) { ?>
<li><?php echo $flavor; ?></li>
<?php } ?>
</ul>
<?php
} else { ?>
<p>There are no flavor recommendations for you.</p>
<?php
} ?>
</body>
</html>
It's either too many php tags (as mentioned) or you're echo'ing the empty text instead of closing php tags.
Hope this helps!
